Intimate Partner Violence – Response Coordinator (IPV-RC)

The implementation of this new Kawartha Lakes Intimate Partner Violence Support Unit is a multi-sectoral collaboration between the City of Kawartha Lakes Police Service (CKLPS), City of Kawartha Lakes OPP (CKL OPP), Kawartha Haliburton Victim Services (KHVS) and Women’s Resources (WR). This collaborative project will create a multi-sectoral, regional outreach strategy with the principal function of providing direct support to victims of all demographics who have experienced IPV and reside within the City of Kawartha Lakes (CKL).

Hours/Contract length:

January-March 2022 – 40 hours per week then April 2022-March 2023 – 24 hours per week

Expected start date: 2022-01-10

Pay: $21/hour

Job Description

Kawartha Haliburton Victim Services (KHVS) is a non-profit charitable agency that works in partnership with Kawartha Lakes Police Service, Kawartha Lakes OPP, and Haliburton Highlands OPP, to provide 24 hr emotional and practical support to persons victimized. KHVS provides a full range of trauma-informed, victim-centered supportive services to victims (adult, children, and families).

The implementation of the Kawartha Lakes Intimate Partner Violence Support Unit is a multi-sectoral collaboration between the City of Kawartha Lakes Police Service (CKLPS), City of Kawartha Lakes OPP (CKL OPP), Kawartha Haliburton Victim Services (KHVS) and Women’s Resources (WR). This collaborative project will create a multi-sectoral, regional outreach strategy with the principal function of providing direct support to victims of all demographics who have experienced IPV and reside within the City of Kawartha Lakes (CKL).

A team comprised of a CKLPS/CKL OPP police officer and IPV-RC will complete specialized interventions in reported and suspects cases of IPV. These interventions will focus on addressing a victim’s immediate needs following an incident of IPV. This team will also provide continual follow-up services after an intervention to ensure that victims understand their involvement in the criminal justice system and are connected to long-term community supports.

To further enhance the capacity of police, this unit will also provide an advanced IPV training session to all front-line officers within the CKLPS and CKL OPP.

Duties and Responsibilities

Program Management:

  • Maintain confidential files, client database in accordance Victim Crisis Assistance Ontario (VCAO), Victim Quick Response Program+ (VQRP+) and Tragic Circumstance Assistance (TCA) standards.
  • Document service provision and client communication.
  • Creating program documents, tracking program statistics and reporting on specific grant outcomes.
  • Initiate and maintain a positive, productive working relationship with referring services and assist with the development of protocols with community agencies and Police services.
  • Report and communicate regularly on program needs with Executive Director.
  • Administration of VQRP+ and TCA, in adherence to operational guidelines (including client files, services providers, remittance).
  • Required to work rotational after-hours coverage as needed to provide full-coverage of the on-call schedule.
  • Promote, educate, and increase awareness of KHVS through Police briefings and community presentations.
  • Must use discretion and good judgment at all times ensuring a good reputation of our services.

Client and Service Delivery:

  • Provide emotional and practical support and crisis intervention to victims of intimate partner violence in accordance with the City of Kawartha Lakes Police Services Victim Support Grant.
  • As required, provide on-scene crisis intervention in the immediate aftermath of a crime or sudden tragedy.
  • Advocate and empower client, ensuring their needs are met.
  • Administration of VQRP+ services as required to address victims’ immediate needs following an incident of IPV
  • Develop personalized service plans for clients including needs assessment, safety planning, risk assessments and supports for vulnerable clients.
  • Collaborate with Police and community services to ensure needs of client are met.
  • As needed assist clients with VQRP+ applications, TCA Applications, and Victim impact statements (with direction from VWAP).
  • Provide culturally competent and inclusive services that reflect the organizations vision, mission and goals.
  • Field inquires, from the public, community, and Police partners.

Specific Grant Outcomes (Project Work Plan)

Outcome 1A – Record the number of victims referred by police, community agencies and self-referrals

Outcome 1B – Survey victims and records results

Outcome 2A – Record the number of referrals made during outreach sessions with both police services to assess the increase

Required Qualifications & Skills

  • Degree/Diploma in the social services/human services/justice services fields
  • Demonstrated crisis response/intervention skills, needs assessment, and risk assessment skills and ability to provide services to clients.
  • Demonstrated experience in providing victim services and/or crisis response work.
  • Demonstrated understanding of victim issues, judicial process, and community resources.
  • Demonstrated understanding of IPV and the impact of this crime type on victims and family members.
  • Experience recording and reporting statistical data for programs
  • A valid Ontario Driver’s License, insurance and a reliable vehicle is required to fulfill the requirements of this position.
  • Current Police Records Check and Vulnerable Sector Check.
  • COVID-19 vaccination is required.
  • Positive attitude, mission-driven and self-directed.
  • Clear decision making and problem-solving skills.
  • Proficient with computer operations including program database, and all Microsoft programs.
  • High level of integrity, accountability, and confidentiality surrounding all issues regarding calls for service to victims, information shared regarding organization, staff, and volunteers.
  • Able to effectively communicate both verbally and written.

Working Conditions

The following are the physical and mental demands which are representative of those that must be met by an employee to successfully perform the essential functions of the job:

  • Office environment and use of a computer, telephone and other office equipment as needed to perform duties. May encounter frequent interruptions throughout workday.
  • On-scene response to victims may involve standing or sitting for long periods of time.
  • Contact with public may risk exposure to irrational/hostile behavior.
  • Occasional exposure to weather, smoke, unpleasant hygienic situations, high noise levels.
  • Will be exposed to vicarious trauma that results from empathic engagement with recently traumatized clients.
  • This position requires a flexible schedule; working days, evenings, weekends to meet the needs of the service. Travel throughout Kawartha Lakes and Haliburton County is required on a regular basis
  • Staff Back up/After-Hours Crisis Support as required, with respect to 24/7 operation
  • Overtime as required.
